Still researching...

I found this photo in Stumbleupon.

 

It was taken in Cambodia, and I have to say that it rather does looks like a spanking being depicted; however, I am still busy researching what the actual story behind this could be.
I must admit though, with my vivid imagination, the other option about what it could be possibly illustrating, does rather leave me red in the face...
